Tochigi License Conversion: Bring Your Own Interpreter
Tochigi requires non-Japanese speakers to bring an interpreter. Center is in Kanuma (not Utsunomiya). Online or phone reservation. 20-language test. One of the strictest driving tests in Japan.

Tochigi has roughly 57,000 foreign residents and the 5th highest car ownership rate in Japan (1.537 per household). The center is in Kanuma — not in Utsunomiya, the prefectural capital — so plan your transport. One critical Tochigi-specific requirement: you must bring your own interpreter if you don't speak Japanese.

The interpreter requirement — read this first
Tochigi is one of the few prefectures that explicitly requires non-Japanese speakers to bring their own interpreter (通訳同伴) to the license center. This means:
- The interpreter must be present during document screening and potentially during the process explanation
- The interpreter can be a friend, colleague, or hired professional — there's no certification requirement
- Without an interpreter, the center may refuse to process your application
This is a significant barrier. If you don't have a Japanese-speaking friend available for a weekday trip to Kanuma, post on LO-PAL — a local helper can accompany you to the center as your interpreter.
How to book your appointment
Option 1: Online reservation
Use the Tochigi Prefecture Electronic Application System. No account registration needed — just an email address. Select an available date and time.
Option 2: Phone reservation
Call 0289-76-0110 during weekdays 15:00–17:00. Navigate the IVR: press 5 (試験), then press 2 (試験係). The phone system is in Japanese.
Wait times: Slots fill 1–2 months out. Reserve as early as possible.
What to bring
- Valid foreign driver's license
- Japanese translation from JAF, embassy/consulate, ZIPLUS, or ALADDIN
- Passport(s) — proving 3+ months in the issuing country
- Residence card (在留カード)
- Juminhyo (住民票) with nationality and domicile record
- Photo: 3cm × 2.4cm, taken within 6 months
- Your interpreter — if you don't speak Japanese
Tochigi-specific note: Required documents vary by country. The Tochigi Police provides a country-specific document list (国別必要書類一覧) on their website. Check this before your appointment — some countries require a driving record certificate or other extra documents.
The written test
50 questions, 90% to pass (since October 2025). Available in 20 languages — introduced in Tochigi on August 26, 2024.
Languages: English, Spanish, Persian, Korean, Chinese, Portuguese, Russian, Thai, Tagalog, Vietnamese, Indonesian, Khmer, Nepali, Myanmar, Mongolian, Ukrainian, Sinhala, Urdu, Arabic, Hindi.
You must request the foreign-language version at the window. If you don't ask, you'll receive the Japanese test.
The driving test — Tochigi is strict
Tochigi is known as one of the stricter prefectures for the driving skills test. The course is reportedly longer than some other centers, with additional maneuvers including:
- S-curve (S字カーブ) and crank course (クランク)
- Hill start (坂道発進)
- Railroad crossing stop (踏切一時停止) — full stop, open window, look/listen both ways
- Standard intersection and lane change maneuvers
The scoring threshold is 70/100. Common fail reasons:
- Insufficient safety checks (especially the five-point check before moving)
- Not stopping completely at railroad crossings
- Poor speed control (both too fast and too hesitant)
- Incorrect lane positioning at intersections

Note: Tochigi includes a mandatory lecture fee (取得時講習) after passing, which some prefectures handle differently. This adds to the total cost.
